The alienation of labour is both classical and contemporary. In its classical form, it speaks to the potential dehumanisation of workers in capitalist societies. In its contemporary form, it manifests itself in the disenfranchisement of the individual because of changes in organised global workplaces. Over the years, Africa’s labour transition from traditional spirituality to contemporary organised global workplaces has fuelled new forms of public labour alienation. Civil servants, in some African countries, experience labour alienation reminiscent of work under capitalism. This (...) is in contradiction to the pre-colonial and traditional view of work as a vocation. Zimbabwe is undergoing negative economic, social, and political growth that has resulted in the alienation of civil servants. The government reneges on its public role of providing space for individual growth and well-being in preference for ‘public capitalism’ and cultural alienation. The potential for an effective public service lies in changing the work culture. Contribution: This article interrogates the impacts of the work culture within the public service in Zimbabwe in an attempt to proffer a return to the African traditional spirituality of work that was founded on the principles of ubuntu. It recognises the traditional symbiotic relationship between being and doing among the indigenous African communities as the panacea for the continent’s human capital development. (shrink)

Although all mathematical truths are necessary, mathematicians take certain combinations of mathematical truths to be ‘coincidental’, ‘accidental’, or ‘fortuitous’. The notion of a ‘ mathematical coincidence’ has so far failed to receive sufficient attention from philosophers. I argue that a mathematical coincidence is not merely an unforeseen or surprising mathematical result, and that being a misleading combination of mathematical facts is neither necessary nor sufficient for qualifying as a mathematical coincidence. I argue that although the components of a mathematical coincidence (...) may possess a common explainer, they have no common explanation ; that two mathematical facts have a unified explanation makes their truth non-coincidental. I suggest that any motivation we may have for thinking that there are mathematical coincidences should also motivate us to think that there are mathematical explanations, since the notion of a mathematical coincidence can be understood only in terms of the notion of a mathematical explanation. I also argue that the notion of a mathematical coincidence plays an important role in scientific explanation. When two phenomenological laws of nature are similar, despite concerning physically distinct processes, it may be that any correct scientific explanation of their similarity proceeds by revealing their similarity to be no mathematical coincidence. Among Plato's works, the Statesman is usually seen as transitional between the Republic and the Laws. This book argues that the dialogue deserves a special place of its own. Whereas Plato is usually thought of as defending unchanging knowledge, Dr Lane demonstrates how, by placing change at the heart of political affairs, Plato reconceives the link between knowledge and authority. The statesman is shown to master the timing of affairs of state, and to use this expertise in managing the conflict (...) of opposed civic factions. To this political argument corresponds a methodological approach which is seen to rely not only on the familiar method of 'division', but equally on the unfamiliar centrality of the use of 'example'. The demonstration that method and politics are interrelated transforms our understanding of the Statesman and its fellow dialogues. (shrink)

Much has been published about the ethical issues encountered by clinicians in genetics/genomics, but those experienced by clinical laboratory scientists are less well described. Clinical laboratory scientists now frequently face navigating ethical problems in their work, but how they should be best supported to do this is underexplored. This lack of attention is also reflected in the ethics tools available to clinical laboratory scientists such as guidance and deliberative ethics forums, developed primarily to manage issues arising within the clinic.We explore (...) what ethical issues are being experienced by clinical scientists, how they think such issues could be best analysed and managed, and whether their practice might be enhanced by more situated approaches to ethics deliberation and practice such as ethical preparedness. From thematic analysis of cases presented by clinical scientists at a specially convened meeting of the UK Genethics Forum, we derived three main ethical themes: (1) the redistribution of labour and responsibilities resulting from the practice of genomic medicine; (2) the interpretation and certainty of results and (3) the proposal that better standardisation and consistency of ethical approaches (for example, more guidelines and policy) could resolve some of the challenges arising.We argue that although standardisation is important for promoting shared understandings of good (including ethical) practice, supplementary approaches to enhance and sustain ethical preparedness will be important to help clinical scientists and others in the recently expanded genetic/genomic medicine environment foster quality ethical thinking. This article examines the unique ethical concerns faced by small nature-based entrepreneurs in their everyday business operations. By using qualitative, empirical data, six kinds of business situations were identified to bring about moral consideration for all the entrepreneurs in this study. The business situations identified were the selection of raw material suppliers, reconciling the quality of production and the lack of resources, the pricing process, the content of marketing information, the close relationships to employees and the collaboration with other entrepreneurs. (...) The ethical argumentation used in these business situations was examined in relation to three ethical theories: utilitarian ethics, deontology and virtue-ethics. This article shows that typical for the decision-making of the small nature-based entrepreneurs in an ethical sense is the variety of ethical arguments used and the important role of customers and employees influencing the ethical views of the entrepreneurs. The requirement of gauge invariance for the Schwinger-DeWitt equations, interpreted as a manifestly covariant quantum theory for the evolution of a system in spacetime, implies the existence of a five-dimensional pre-Maxwell field on the manifold of spacetime and “proper time” τ. The Maxwell theory is contained in this theory; integration of the field equations over τ restores the Maxwell equations with the usual interpretation of the sources. Following Schwinger's techniques, we study the Green's functions for the five-dimensional hyperbolic field equations (...) for both signatures ± [corresponding to O(4, 1) or O(3, 2) symmetry of the field equations] of the proper time derivative. The classification of the Green's functions follows that of the four-dimensional theory for “massive” fields, for which the “mass” squared may be positive or negative, respectively. The Green's functions for the five-dimensional field are then given by the Fourier transform over the “mass” parameter. We derive the Green's functions corresponding to the principal part ΔP and the homogeneous function Δ 1 ; all of the Green's functions can be expressed in terms of these, as for the usual field equations with definite mass. In the O(3, 2) case, the principal part function has support for x2⩾τ2, corresponding to spacelike propagation, as well as along the light cone x2=0 (for τ=0). There can be no transmission ofinformation in spacelike directions, with this propagator, since the Maxwell field, obtained by integration over τ, does not contain this component of the support. Measurements are characterized by such an integration. The spacelike field therefore can dynamically establish spacelike correlations. (shrink)

The merits of David Lewis’s Best System Account of natural law are frequently debated. But to my knowledge, the prospects for extending the BSA to cover meta-laws have never been examined. I shall identify two obstacles facing the most natural way of extending the BSA to cover meta-laws. The BSA’s fans should consider how these obstacles are to be overcome. Meta-laws are laws about laws. For example, Einstein’s special theory of relativity incorporates a meta-law: The content of the [special] relativity (...) theory can … be summarized in one sentence: all natural laws must be so conditioned that they are covariant with respect to Lorentz transformations. [The special theory of relativity] is not a theory in the usual sense but is better regarded as a second-level theory, or a theory of theories that constrains first-level theories. The principle of relativity is an example of a symmetry principle: a principle requiring that the first-order laws be unchanged under a given transformation. Long before Einstein proposed the principle of relativity, other spacetime symmetries were widely believed to be meta-laws: that the first-order laws are covariant under arbitrary spatial displacements, temporal displacements and spatial rotations. These spacetime symmetries require the laws to treat all spatial locations and directions alike and all moments alike. For instance, symmetry under temporal displacements rules out a fundamental force law specifying that a given force declines with the inverse-square of the distance before a given moment but with the inverse-cube of the distance at and after that moment. The community representative plays a very important role in an institutional review board but there is sparse data about their understanding of their role in an IRB. This study was conducted to assess perceptions of community members serving on IRBs of one region in India. A validated questionnaire was administered to community members of IRBs in a prospective cross-sectional study. The questions related to demography, perceptions of their role in the IRB, experiences while serving on the IRBs, difficulties faced by (...) them, and suggestions to improve their contributions. Of the 56 IRBs contacted, all 15 of the public institutions shared details of their community members, while only 26 of the 41 IRBs of private institutions responded. When questioned about why they joined the IRB, one third of the respondents said either that there was “no specific reason” for joining or that they accepted the invitation to serve on the insistence of other members of the IRBs or the head of their institution. All except one felt that community members were needed for optimal functioning. Six participants said that they did not review informed consent documents, and 10 were unaware that their presence was vital for quorum to be met. Twenty-eight said they participated actively in meetings and did not feel intimidated by the presence of clinicians. Twelve reported difficulties in understanding medical terminologies in ICDs. Although the majority of participants were aware about their role in an IRB, some did not review important documents such as ICDs. Restricted participation by private hospital IRBs was a striking observation in our study. There is a need to define eligibility criteria and develop targeted training modules for community members to ensure their effective contribution to effective oversight of clinical research. In a response to critiques of his On the Postcolony in a 2006 African Identities article, Achille Mbembe declared that the book was written at a time when the study of Africa was caught in a dramatic analytical gridlock. Traditional critical frameworks and discourses on the condition of postcolonial Africa seemed inadequate and ineffectual. Marxian analysis of colonization and its consequences is specifically isolated as one such impotent tool of critical analysis. As an alternative to these “failed” traditional paradigms, Mbembe (...) launches into a deconstructive experimental hermeneutic that leads him to the explication of colonial alterity in libidinal, representational and semiotically analogous language, as exhibited in On the Postcolony. This article challenges the efficacy of this post-structuralist semiotics and phenomenological extrapolations as the proposed way out of his perceived “cul-de-sac” in African postcolonial self-imagination. The very claim of the historical instance of the Fourth Industrial Revolution is increasingly being subjected to critical interrogation from a variety of cultural and ideological perspectives. From an Afrocentric theory of history, this questioning of the ontology of the 4IR is sharpened by Africa’s experience of the claimed progressive mutation of global industrial progress from the “first” to this “fourth” revolution. Africa experienced the first industrial revolution as a European revolution in the exploitation of her natural and human resources, (...) as well as the despoliation of her cultural-epistemic sovereignty. The challenge to fully engage in the theorisation of this 4IR, given the overwhelming and inexorable effects of its digital technologies on the personhood, sociality and geopolitical state of Africa has exposed the critical need for a set of rigorous Africanist analytical tools and epistemological approaches capable of guiding Africa’s appropriation of this techno-social revolution. This essay introduces the collection of research papers that have been selected for their endeavour to meet this challenge. It is highlighted that all of them move from a unique approach that asserts that technological progress is historical-cultural and socially embedded. Some of them address the question of the historico-ontological status of the 4IR innovatively with original African methodological tools, while others demonstrate how an African epistemology can be applied to issues such a digital virtual communities and robotics. Since the appearance of my article it has been pointed out by Professor Housman, in a communication to Professor W. M. Lindsay, that I had overlooked the kindred (...) Philoxenus gloss SQ 4 ; and it would appear that, in view of this regrettable oversight, the division of the gloss CE 23 and the explanation of the first part as a Bible gloss is untenable. (shrink)

Despite the many successes of the relativistic quantum theory developed by Horwitz et al., certain difficulties persist in the associated covariant classical mechanics. In this paper, we explore these difficulties through an examination of the classical. Coulomb problem in the framework of off-shell electrodynamics. As the local gauge theory of a covariant quantum mechanics with evolution paratmeter τ, off-shell electrodynamics constitutes a dynamical theory of ppacetime events, interacting through five τ-dependent pre-Maxwell potentials. We present a straightforward solution of the classical (...) equations of motion, for a test event traversing the field induced by a “fixed” event (an event moving uniformly along the time axis at a fixed point in space). This solution is seen to be unsatisfactory, and reveals the essential difficulties in the formalism at the classical levels. We then offer a new model of the particle current—as a certain distribution of the event currents on the worldline—which eliminates these difficulties and permits comparison of classisical off-shell electrodynamics with the standard Maxwell theory. In this model, the “fixed” event induces a Yukawa-type potential, permitting a semiclassical identification of the pre-Maxwell time scale λ with the inverse mass of the intervening photon. Numerical solutions to the equations of motion are compared with the standard Maxwell solutions, and are seen to coincide when λ≳10−6 seconds, providing an initial estimate of this parameter. It is also demonstrated that the proposed model provides a natural interpretation for the photon mass cut-off required for the renormalizability of the off-shell quantum electrodynamics. (shrink)

In the context of a covariant mechanics with Poincaré-invariant evolution parameter τ, Sa'ad, Horwitz, and Arshansky have argued that for the electromagnetic interaction to be well posed, the local gauge function of the field should include dependence on τ, as well as on the spacetime coordinates. This requirement of full gauge covariance leads to a theory of five τ-dependent gauge compensation fields, which differs in significant aspects from conventional electrodynamics, but whose zero modes coincide with the Maxwell theory. The pre-Maxwell (...) fields may exchange mass with charged particles, permitting pair annihilation even at the classical level. The total mass-energy-momentum tensor of the fields and particles is conserved. The Green's functions for the fields provide spacelike and timelike support for correlations, as well as lightlike propagation. A τ-integration of the fields—singling out the massless photons—recovers the standard Maxwell theory, which then has the character of an equilibrium limit of the underlying microscopic dynamics. The pre-Maxwell theory also turns out to be the solution of the inverse problem in variational mechanics: it is shown to be the most general local gauge theory consistent with unconstrained commutation relations in four dimensions. Posed in this framework, the extension to n-dimensions, curved background space, and non-abelian gauge symmetry becomes straightforward. (shrink)

Inspired by Louis Althusser’s polemic that Marxism is a science and not a philosophy, we enquire about the nature of this ‘scientificity’ of Marxism. The result is a clarification that Marxism is a social theory within the discourse of hermeneutics. Drawing on William Dilthey’s categorisation of human science as Geisteswissenschaft, which essentially is an interpretive science when differentiated from Naturwissenschaft, we point out that Marxism should be understood and used as a socio-hermeneutic theory. We highlight that at the pinnacle of (...) his intellectual development that resulted in Das Kapital, Marx produced a scientific principle for interpreting historical social formations and the human condition, particularly during the capitalist epoch. The description of the scientific character of this hermeneutic principle, set against what Althusser attempted, and motivated by the quest for a contemporaneous application of Marxist theory, is the mission of our paper. U.S. law imposes strict recording and reporting requirements on all entities that manufacture and distribute controlled substances. As a result, the prescription opioid crisis has unfolded in a data-saturated environment. This article asks why the systematic documentation of opioid transactions failed to prevent or mitigate the crisis. Drawing on a recently disclosed trove of 1.4 million internal records from Mallinckrodt Pharmaceuticals, a leading manufacturer of prescription opioids, we highlight a phenomenon we propose to call data diversion, whereby data ostensibly generated (...) or collected for the purpose of regulating the distribution of controlled substances were repurposed by the industry for the opposite aim of increasing sales at all costs. Systematic data diversion, we argue, contributed substantially to the scale of drug diversion seen with opioids and should become a focus of policy intervention. (shrink)

This article aims to identify and describe the ethical dilemmas that are involved in the care of patients with incurable cancer. The data were collected in semistructured focused interviews with 32 patients, 13 nurses and 13 doctors from two central hospitals and four community health centres. The interviews were tape-recorded and transcribed verbatim. Interpretation was based on the method of content analysis. Ethical dilemmas occurred at the time of diagnosis, in connection with telling the truth, in providing information, in the (...) treatment of pain, and in decision-making situations concerning active treatment. Dilemmas of active treatment concerned chemotherapy, intravenous infusions, blood transfusions and antibiotics. There were also problems in relationships between nursing staff and next of kin, as well as a lack of co-operation between nurses and doctors. (shrink)

This paper examines the Stark effect, as a first order perturbation of manifestly covariant hydrogen-like bound states. These bound states are solutions to a relativistic Schrödinger equation with invariant evolution parameter, and represent mass eigenstates whose eigenvalues correspond to the well-known energy spectrum of the nonrelativistic theory. In analogy to the nonrelativistic case, the off-diagonal perturbation leads to a lifting of the degeneracy in the mass spectrum. In the covariant case, not only do the spectral lines split, but they acquire (...) an imaginary part which is linear in the applied electric field, thus revealing induced bound state decay in first order perturbation theory. This imaginary part results from the coupling of the external field to the non-compact boost generator. In order to recover the conventional first order Stark splitting, we must include a scalar potential term. This term may be understood as a fifth gauge potential, which compensates for dependence of gauge transformations on the invariant evolution parameter. (shrink)

This paper considers the problem that arises when the number of patients who need a resource exceeds the supply. An initial decision-making model is proposed that uses two essential criteria, medical prognosis and the priority of life-threatening situations. The model is then subjected to the criticism that it is grotesque to ignore questions relating to the value of, for example, a productive mother over against an aged recluse, and to treat them as having equal rights to access. It is argued (...) that this criticism need not be an expression of prejudice but may reflect a defendable view in which utilitarian considerations enter into the selection process provided that certain fundamental, or 'deontological' rights are observed for all. In the light of the discussion the model is modified in order to contain both a non-utilitarian feature that stresses the intrinsic importance of all persons, and a utilitarian feature that can allow one, in certain circumstances, to take consequences into account, especially those that follow from the 'irreplaceability' of some people. Even though the measurement of fear of crime in criminological research commenced a few decades ago, specific populations, such as social activists, remain undocumented. This article is an attempt to address this gap. A study was conducted among 153 social activists involved in exposing corruption and irregularities that take place in the government system in India. This article explores the gap between the fear of crime and actual victimization among the specific social activists in India. The results indicate activists expressed (...) moderate fear of any one form of victimization including verbal and emotional, physical, and sexual victimization. It was also found that one-third of them have reported facing some form of abuse. The research implications are discussed. (shrink)

Peace is a hallmark of human societies. However, certain ant species engage in long-term intergroup resource sharing, which is remarkably similar to peace among human groups. We discuss how individual and group payoff distributions are affected by kinship, dispersal, and age structure; the challenges of diagnosing peace; and the benefits of comparing convergent complex behaviours in disparate taxa.

With disparate rates of morbidity and mortality among minoritized communities, COVID-19 illuminated the need for equity-informed practices in public health. Pacia et al posit FQHCs as entities that addressed inequity when others failed. This commentary further situates how FQHCs address the public health crisis of institutional racism and related health inequities every day and presents a FQHC-led Ethics and Equity Framework and Workflow Checklist to guide ethical and equitable engagement with FQHCs.

Despite its uniform appearance, the cerebellar cortex is highly heterogeneous in terms of structure, genetics and physiology. Purkinje cells (PCs), the principal and sole output neurons of the cerebellar cortex, can be categorized into multiple populations that differentially express molecular markers and display distinctive physiological features. Such features include action potential rate, but also their propensity for synaptic and intrinsic plasticity. However, the precise molecular and genetic factors that correlate with the differential physiological properties of PCs remain elusive. In this (...) article, we provide a detailed overview of the cellular mechanisms that regulate PC activity and plasticity. We further perform a pathway analysis to highlight how molecular characteristics of specific PC populations may influence their physiology and plasticity mechanisms. (shrink)

Objectives: The mental health legislation of most developed countries includes either a dangerousness criterion or an obligatory dangerousness criterion (ODC). A dangerousness criterion holds that mentally ill people may be given treatment without consent if they are deemed to be a risk to themselves or others. An ODC holds that mentally ill people may be given treatment without consent only if they are deemed to be a risk to themselves or others. This paper argues that the dangerousness criterion is unnecessary, (...) unethical and, in the case of the ODC, potentially harmful to mentally ill people and to the rest of the community. Methods: We examine the history of the dangerousness criterion, and provide reasoned argument and empirical evidence in support of our position. Results: Dangerousness criteria are not required to balance the perceived loss of autonomy arising from mental health legislation. Dangerousness criteria unfairly discriminate against the mentally ill, as they represent an unreasonable barrier to treatment without consent, and they spread the burden of risk that any mentally ill person might become violent across large numbers of mentally ill people who will never become violent. Mental health legislation that includes an ODC is associated with a longer duration of untreated psychosis, and probably contributes to a poorer prognosis and an increase risk of suicide and violence in patients in their first episode of psychosis. Conclusions: Dangerousness criteria should be removed from mental health legislation and be replaced by criteria that focus on a patient’s capacity to refuse treatment. (shrink)

Objectives: To examine the experiences of spousal care givers of Alzheimer patients to disclosure of dementia diagnosis and subsequent care.Methods: A random sample of 1943 spousal care givers of people receiving medication for Alzheimer disease was sent a cross-sectional postal survey about their opinions on the disclosure of dementia and follow-up care. A smaller qualitative study included open-ended questions concerning their experiences of the same topics.Results: The response rate for the survey was 77%. Of the respondents, 1214 of 1434 acknowledged (...) themselves as their spouse’s care giver. The mean age of the care givers was 78.2 years, and that of demented spouses, 80.5 years. Of the care givers, 63% were women. The couples had long-lasting marriages. Of the care givers, 93% reported that dementia had been disclosed openly to their spouse; 97% also preferred that physicians openly inform the patients of the dementia diagnosis, although 55% of their spouses with AD had developed depressive symptoms after the disclosure. Of the care givers, 71% felt they had received sufficient information about dementia. However, only 50% estimated that their spouses’ follow-up care had been well organised. The responses in the qualitative study indicated that many care givers felt grief and anxiety. They also expressed feelings of loneliness and uncertainty about how to deal with follow-up care for dementia.Conclusions: Elderly spousal care givers were quite satisfied with the information given them about dementia. However, the support with regard to the follow-up care of care-giving families failed to meet their needs adequately. (shrink)

The reflections put forward in this text concern the clinical and practical difficulties posed by the existence of patients in PVS, and the essential ethical issues raised, combining these ethical questions with practical and theoretical experience.Section 1 presents the methodology of the ethical reflection as we see it.

Recently, in the framework of a relativistic quantum theory with invariant evolution parameter, solutions have been found for the two-body bound state, whose mass spectrum agrees with the nonrelativistic Schrödinger energy spectrum. In this paper, we study the radiative transitions of these states in the dipole approximation and find that the selection rules are identical with those of the usual nonrelativistic theory, expressed in a manifestly covariant form. In addition to the transverse and longitudinal polarizations of the nonrelativistic theory, we (...) find a “scalar” transition, induced by the relative time coordinate, which is of the same type as the longitudinal transition, expressing the Lorentz covariance of the theory.
